Communiqué des ONG Environementales à Madagascar

L’arbre ne doit pas cacher la forêt: Le Patrimoine des Malagasy en déperdition

Au cours des 20 dernières années, Madagascar a entrepris des efforts significatifs et exemplaires pour freiner la dégradation de son environnement naturel et préserver sa biodiversité unique dans la poursuite d’une voie de développement durable.

Au-delà de leur valeur inhérente, ces richesses naturelles - sources de fierté nationale – apportent des bénéfices concrets et des services directs à la majorité rurale de la population malgache, leur fournissant entre autres eau, nourriture, énergie et revenus.   Elles garantissent également le développement des secteurs de l’agriculture, de la pêche, de l’artisanat ou encore du tourisme.

Nous, organismes non-gouvernementaux œuvrant pour la conservation des ressources naturelles pour le bien durable des communautés locales tenons à exprimer notre vive inquiétude face à la dévastation actuelle des ressources naturelles du pays:

1. Pillage ouvert et organisé, avec parfois recours aux armes à feux, de bois précieux dans plusieurs forêts naturelles, y compris dans des aires protégées dont certains parcs nationaux déclarés comme sites du Patrimoine Mondial, tel que Marojejy et Masoala.
2. Intensification du commerce illicite d’espèces sauvages, notamment de reptiles tels que les tortues terrestres, tant sur le marché national qu’international.
3. Recrudescence de pratiques destructrices dans les aires protégées et zones sensibles, telles qu’opérations minières illicites, teviala et tavy ; dûe à l’impunité qui prévaut actuellement.

Ces actes déplorables ne font que contribuer à l’appauvrissement du pays et à priver les générations futures du peuple malgache de leur héritage naturel unique.

Cette situation compromet une fois encore les efforts consentis jusqu’à présent pour responsabiliser les communautés locales à préserver leurs ressources des tentatives de pillages par des personnalités spoliant le patrimoine national pour des profits personnels ponctuels.

Nous appelons les autorités compétentes et les citoyens malgaches à agir urgemment pour que de tels actes soient fermement réprimés et punis et que les ressources naturelles ne soient plus otages de situation de crises politiques et d’urgences post-cycloniques.

A travers cet appel, nous  confirmons notre engagement à œuvrer pour la biodiversité de Madagascar et pour le bien-être des communautés locales gardiennes de ce patrimoine naturel et nous invitons chaque citoyen à prendre conscience que la durabilité du développement du pays repose avant tout sur les ressources naturelles et la prise de responsabilité de chacun.

Fanambarana

Aza variana amin’ny anio; hazo tokana tsy mahatakona ala: ho fongana ny harem-pirenena malagasy

Tato anatin’ny 20 taona dia azo tsapain-tanana ireo ezaka vita azo alain-tahaka hampihena ny fahasimban’ny ny tontolo voajanahary sy hiarovana azy mba ahatongavana amin’ny fampandrosoana maharitra.

Ireo harena voajanahary ireo, izay reharehan’ny Malagasy, dia mitondra tombon-tsoa mivantana ho an’ny ankabeazan’ireo mponina ambanivohitra. Ohatra amin’izany ny eo amin’ny filana toy ny rano, ny sakafo, ny angovo ary ny vola miditra amin’ny tokantrano tsirairay. Miankina amin’ireo koa nefa ny fampandrosoana ny fambolena, ny jono, ny asa-tanana, ary ny fizahan-tany.

Izahay, Fikambanana tsy miankina, miasa ho an’ny fikajiana ny tontolo iainana mba ho fanatsarana hatrany ny fiainan’ireo vondron’olona ifotony, dia tsy afaka ny hangina manoloana ny hetraketraka atao amin’ireo harena voajanaharin’ity Nosy ity:

1. Fandrobana ankarihary ary efa voaomana, miaraka amin’ny fampiasana fitaovam-piadiana aza indraindray, ny hazo sarobidy izay ao anatin’ny ala voajanahary maro, sy ao anatin’ireo faritra voaaro sy ireo valan-javaboaarim-pirenena voasokajy ho « Sites de Patrimoine Mondiale » toa an’i Marojejy sy i Masoala.
2. Firongatry ny fivarotana tsy ara dalana ireo karazam-biby na eo amin’ny tsenam-pirenana izany na eo amin’ny tsena iraisam-pirenena. Anisan’izany ireo reptilia toy ny sokatra an-tanety.
3. Firongatry ny fanimbana any anaty valan-javaboaary sy any amin’ireo toerana saro-pady, toy ny fitrandrahana tsy ara-dalana ireo harena an-kibon’ny tany, ny teviala, ny tavy, noho ny gaboraraka sy ny tsy fandraisan’andraikitra, manoloana ny zava-misy ankehitriny.

Ireo trangan-javatra mampalahelo ireo dia hitarika ny firenena ho any amin’ny fahantrana. Ary raha mitohy izao dia tsy handova harena voajanahary tsy manam-paharoa intsony ireo taranaka afara handimby.

Ho rava indray ireo ezaka rehetra vita teo amin’ny fanomezana andraikitra ireo vondron’olona ifotony eo amin’ny fitandroana ny fananany eo anatrehan’ny fandrobana izay manafongana ny harem-pirenena mba ho tombon-tsoa manokan’olom-bitsy.

Eo anatrehan’izao toe-javatra tsy azo ekena izao, dia manao antso avo amin’ireo fitondrana mahefa sy ireo olom-pirenena izahay ankehitriny, haka tsy misy hatakandro ny andraikitra tandrify azy avy ary handray fepetra hentitra sy hanasazy henjana ireo minia mandika lalàna. Aoka ajanona hatreo ny fanaovana takalon’aina ireo harena voajanahary isaky ny misy savorovoro politika sy fahamehana aorian’ny fandalovan’ny rivo-doza.

Araraotinay ihany koa izao fanambarana izao mba hamerenanay etoana ny fahavononanay hiasa hatrany hikajy ny tontolo iainana eto Madagasikara sy hanatsarana ny fiainan’ireo vondron’olona ifotony izay mpitahiry voalohany io harem-pirenena voajanahary io. Manainga mavesatra ireo olom-pirenena tsirairay izahay mba hahatsiaro fa ny fampandrosoana maharitra ny firenena dia miankina voalohany indrindra amin’ny haren-java-boaary sy ny fandraisan’ny tsirairay andraikitra.

The trees must not hide the forest: the loss of Malagasy Heritage

During the last 20 years, Madagascar has undertaken significant and exemplary efforts to stop environmental degradation, effectively manage natural resources and preserve its unique biodiversity in the pursuit of sustainable development.

Beyond their inherent value, these natural riches – which are a source of national pride – also guarantee the benefits and services that are essential to the daily lives of the rural majority of the population, providing them among other things with water, food and energy.  These natural resources also guarantee the development of the agriculture, fisheries and tourism sectors.

We, non-governmental organizations working to conserve these natural resources for the long term well being of local communities, hereby express our deep concern at the current devastation occurring to the country’s natural resources:

1. Open and organized plundering, sometimes using firearms, of precious wood from several natural forests, including national parks such as Marojejy and Masoala, which have been declared World Heritage Sites.
2. Intensified smuggling of wild species, especially reptiles such as tortoises, to the national and international markets.
3. Proliferation, due to the current impunity, of destructive practices such as illegal mining and slash-and-burn agriculture within protected areas and environmentally sensitive areas.

These deplorable acts will only further impoverish the country and deprive future generations of the Malagasy people from their unique natural heritage.

This situation once again compromises the efforts that have been achieved up until now to help local communities to preserve their resources from individuals attempting to plunder the national heritage for their own short term benefits.

We hereby call upon the competent authorities and all Malagasy citizens to urgently take action to stop and punish such acts so that natural resources are no longer held hostage to political crises and post-cyclone emergencies. 

Through this appeal, we confirm our commitment to work for the biodiversity of Madagascar and for the well-being of the local communities, who are the stewards of this natural heritage. We invite each citizen to recognize that the sustainability of the development of the country depends upon its natural resources and we call on every individual to take responsibility.
